Career:
Tom is currently a Principal Systems Engineer/Lead Engineer for a SIGINT Systems Test and Evaluation Team. He has been in this position for the past 6 years. Prior to that, he configured, integrated, and deployed large SIGINT systems in his Senior Systems Engineering position. He started his SIGINT career as a Signals Analyst in the US Army in 1989, and gained invaluable experience at multiple duty stations during his 12+ years of service.
Tom progressed from Signals Analyst to Advanced Signals Analyst, was a US Navy Certified Curriculum Developer and Instructor for the Advanced Communications Signals Analysis Course (452) – NTTC Corry Station, Pensacola, FL., and was an All-Source Analyst in Denver, CO while assigned the additional duty of Resource and Budget Officer for the Battalion. All the experience gained while on active duty translated to his early career in government contracting where he supported programs in various capacities.
Positions of Advanced Signals Analyst, Senior Trainer, Curriculum Developer, and Technical Liaison aided his transition to Systems Engineering, and afforded broad exposure to the SIGINT System Life Cycle. Tom started Skaggs Consulting, Inc. (SCI) in 2012. SCI is the prime contractor on a program supporting the National SIGINT Committee, and provides subcontracted engineering support to Leidos on another large Department of Defense program.
Personal:
Tom is a true Mountaineer from his home state of West Virginia. He and his wife, Denise, also a government contractor and Mountaineer, live in Severn, MD. They are parents, and grandparents, with three sons, Anthony, Travis, and Nathan. They have one daughter-in-law, Taylor, Anthony's wife and three grandsons, Jaxon, Xander, and Travis' son - Avery.
